Before moving into venture capital, Lu Jian spent more than 22 years in the ICT industry at Huawei, Motorola, and Nokia—including as founding general manager of Nokia's Chengdu operations—and he now leads Innoangel Fund's Chengdu-Chongqing fund, focusing on electronics, dual-use technology, enterprise services, and healthcare while insisting that local investments be judged by the same standards used nationwide. He pays close attention to concrete market signals, such as watching dual-carbon project valuations jump from about 100 million to 900 million–1 billion yuan within months, and in Chengdu he has helped grow two early-stage funds worth 500 million yuan combined, investing in about ten companies a year across AI, biomedicine, and new materials.
