Silke Horáková moved from East Berlin to Czechoslovakia in 1989 with a one-year-old child, living through both the fall of the Berlin Wall and the Velvet Revolution before rebuilding her education and career, and she now co-owns the Czech Republic's largest book publisher, Albatros Media, alongside her venture capital work at Tilia Impact Ventures. She has spent years building the impact and social entrepreneurship world through groups like Ashoka, NESsT, and Impact Europe, founded the Albatros Foundation, which has helped more than 1,000 disadvantaged students finish school or university, and also backs independent journalism as a co-founder of the Foundation for Support of Independent Journalism and an early investor in Deník N.
About their Fund
Tilia Impact Ventures reviews about 1,000 startups a year and rejects roughly 70% of self-described impact companies for not meeting its bar, ties 100% of its carried interest to portfolio impact performance, and applies six explicit impact guidelines with hard thresholds like avoiding or capturing over 100,000 tons of GHGs over five years, all while growing out of Czech social-enterprise roots as the first social impact fund in the Czech Republic and one of only a handful in a CEE region with just 10-15 impact funds compared to about 300 in Western Europe. Its portfolio includes Datlab, a public procurement oversight tool used on over 25,000 tenders that has helped save an estimated €142-143 million annually and supported prosecutions of corrupt officials, reflecting a team that blends media, NGO, startup, and finance backgrounds.
